Using a lightwave length you can seperate molecular bonding and fill the electron orbit with the sheets free electrons. Nano sheets could be stimulated by light funneled down from the surface light collectors.
Using the underground CO2 containment facilities. This would be used to excel beyond the desired CO2 emission cut back required by the Kyoto protocol.
O2 could then be piped through the upper atmosphere to desired locations like first world countries.
A possibility would be the generation of third world hive complex(3rd world employment) to polarise & vacumn CO2 out of the upper atmosphere to process in underground containment chambers for CO2 scrubbing, Piping the O2 to a release hive over 100km away in liquid form, then rerouting it through the upper atmosphere to First world countries.
